Nearness is not fair weather.
The readings above are computed, not imagined. Relative humidity describes how much water vapour the air holds against how much it could hold at that temperature; the dew point is the temperature at which that vapour begins to condense. When air cools to its dew point it reaches saturation, and droplets gather into mist, fog, cloud. Here the numbers follow the Magnus relation between temperature, dew point and humidity.
The other half is invention: that the distance between two people should set the temperature and the spread. That part is a poem, not a forecast.
