The Estuary
Teaches First

The trip did not begin in a forest. It began where rivers lose their names.

In Douala, the Wouri, Mungo, and Dibamba rivers converge at the estuary and dissolve into mangroves, mudflats, tides, fish nurseries, villages, ports — and finally the Atlantic Ocean. What appears to be a wetland is in fact a living negotiation: freshwater against saltwater, local livelihoods against global systems, protection against use.

Over ten days, the research team moved from river delta to volcanic highland — meeting mayors, traditional kings, district chiefs, international partners, farmers, and forest rangers. What emerged was not a tour of places. It was a walk through a complete system chain.

This station is built from that journey. For Africa's youngest and fastest-growing nation-systems. For the people who live inside them.

Not a Tree.
A System.

The mangroves of the Wouri Estuary are not simply vegetation. They are a living interface between six interlocking systems operating simultaneously. Research published in 2024 under an Elinor Ostrom governance framework identified these forests as a site of contested common-pool resource management — under pressure from urbanisation, population growth, pollution, and coastal erosion.

The mangroves serve as: fish and shrimp nurseries for the fishing economy; blue carbon stores for climate mitigation; flood and storm-surge barriers protecting Douala's 3.5 million residents; water filtration systems; and direct livelihood sources for tens of thousands of households.

A few days after the estuary, the landscape rises. Volcanic highlands. Fertile terraces. Forest remnants on ridgelines. Communities cultivating these slopes for generations — passing knowledge through cooperatives that predate the nation-state.

The route passed through Bafoussam, the Bamenda Highlands, and the Bamboutos Mountains. The soil here is extraordinarily rich: ancient eruptions transformed the land, and today's maize, cassava, coffee, and cocoa harvests remain linked to geological events long before today's farmers were born.

Agricultural employment still accounts for approximately 42% of total employment in Cameroon (World Bank, 2025). This is not a regional curiosity. It is the structural backbone of the national economy — and the reason ecological governance cannot be separated from livelihood governance.

04 · Governance

Three Layers
One Territory

The research team met with a district chief, a mayor, and traditional kings — three distinct governance systems operating simultaneously on the same land. This is not unusual in West and Central Africa. It is the normal architecture of authority. Understanding it is prerequisite to any effective ecological or development intervention.

The 600-Year City
Still Speaking

During the journey, the team visited a 600-year-old historic urban quarter — a built environment that carries the memory of kingdoms, trade routes, communal decision-making, and ecological adaptation that long predate any contemporary governance framework.

For Shanghai, 600 years is already a long span of memory. For many African societies, this scale is not historical — it is still living. The king and his museum are not relics. They are active institutions. The 600-year street is not a tourist destination. It is a functioning archive of how people have organised themselves in relation to land, water, and each other.

This is what is meant by Deep Time in Earth systems thinking. Volcanic soil carries the memory of eruptions. A cooperative carries the memory of a founding generation. A city carries the memory of a civilisation. None of this is past. It is the substrate of the present.

06 · Volcano

Mount Cameroon:
Time Made Visible

Mount Cameroon is West Africa's highest active volcano and one of the continent's most significant biodiversity hotspots. The mountain's National Park spans lowland forest, montane grassland, and volcanic lava fields — supporting mammal, bird, amphibian, and plant species found nowhere else on Earth.

The research team also visited a state-owned forest restoration site where ecological recovery programmes are underway — reforestation, fire management, native species return. These are not separate from the volcano. They are the volcano's future — the process by which lava becomes soil becomes forest becomes community.

Current pressures include agricultural encroachment, illegal logging, poaching, and climate change impacts on montane species distribution. Community beekeepers and farmers are among the most active participants in the restoration — linking income to conservation in ways that no top-down policy alone has achieved.

07 · Deep Dive

Bamendjin Lake:
A Landscape Made by People

One of the most instructive sites in the West Region is Lac Bamendjing — a large reservoir created by the Bamendjin Dam, built circa 1975 to regulate water resources, support irrigated agriculture, and enable regional development in the upper Noun Valley.

What is instructive is not the dam itself. It is what the dam created: a human-made landscape that now functions as a natural one. From satellite imagery (Sentinel-2), the lake appears indistinguishable from ancient geography. Communities have organised their lives around it. Fisheries have developed. Villages have formed on its shores. The landscape has become a social fact.

This is the core concept of Landscape Governance: when human engineering becomes ecology, management can no longer be separated from community life. Bamendjin is not a water infrastructure problem. It is a governance of life problem.

Cameroon in 2026 has a median age of approximately 18.2 years. By 2050, its population will approximately double from 30 million to 51 million. By 2100, projections suggest nearly 89 million people. This is not a pressure on nature. It is a structural variable that determines every system described on this page.

These numbers reframe everything. When 51 million people live in Cameroon in 2050, the Wouri mangroves, the Bamendjin Lake, the highland farms, the volcanic forests — all will face demands that current governance systems were not designed for. The question is not whether change will come. The question is whether systems are being designed with this future already in view.

09 · The Return

On the Plane Home:
South-North Logic

On the flight back, the researcher and international partners discussed the deep difference in ecological governance logic between Southern and Northern nations — and the conditions for genuine innovation and integration.

The Northern model often begins with data, policy frameworks, protected areas, and institutional mandates — then works toward community participation. The Southern model is often forced to begin with the community — with livelihood urgency, traditional authority, and daily survival — and works outward from there toward policy and data.

Neither is sufficient alone. The most effective future is not a transfer from North to South — it is a genuine convergence where data strengthens community, science validates tradition, and planetary-scale thinking is grounded in local reality.
