A person states what they want. A model may help them find the words, the options, or the shape of a thing. That assistance is not the same as the person deciding, and this document exists to keep the two apart.
The requirements ask for small, durable separations. Intent is held apart from assumption. A proposal stays a proposal until someone identifiably accepts it, or until it falls within authorization already given. Authorization names the action and its scope, so that drafting never quietly becomes publishing, spending or signing; it may be given in the moment or in advance, as bounded prior authorization for a defined class of action (HA-04). Within those boundaries, in-scope work proceeds without a fresh approval each time; anything outside them returns to the person for review. Records distinguish human action, AI assistance and delegated action. A verified signature establishes the relevant signing action; whether it represents human acceptance depends on the signed content and applicable authorization.

The second half of the document concerns the ground underneath. Protocol defines structures, meanings and requirements. Application is the usable interface. Service covers models, hosting, storage, processing and support. An independent program is another organization using EarthLinC within its own mission and authority. Each is governed by different terms, and a page should say which one it is speaking from — including which entity develops the protocol and which entities provide the applications and services relied upon. A request moves through four stages. Intent and proposal are never, on their own, authorization. Authorization is explicit and names an action and its scope; it may be given at the moment of acting, or in advance as bounded prior authorization for a defined class of action. Where a request falls inside those boundaries, it proceeds without a new manual approval; where it falls outside them — a different action, a larger scope, a changed relationship — it returns to the person for review before anything is published, spent, signed or changed. The record afterwards shows the known actor and any delegation.

Four linked panels run from left to right: “My intent”, then “AI proposal”, then “My authorization”, then “Recorded action”. The arrows run one way only; nothing moves from intent or proposal to a recorded action without the authorization panel in between. That authorization may have been given in the moment or in advance within defined boundaries — either way, it is the panel the request must pass through, and out-of-scope requests come back for review. Selecting a stage below highlights that panel and its explanation. The figure is drawn in the language currently selected. Cuatro paneles enlazados van de izquierda a derecha: «Mi intención», luego «Propuesta de IA», luego «Mi autorización» y luego «Acción registrada». Authorization names the action and how far it reaches. Drafting or exploring does not carry publication, spending, signing, modification or relationship changes with it. Defined classes of action may be preauthorized with understandable boundaries, so routine in-scope work does not need a fresh approval every time; anything beyond those boundaries — a different action, a wider scope, a new relationship — comes back for review and a further decision.

Connected clients change nothing about this sequence: the same permissions apply across MCP-compatible clients, and an AI conversation is not blanket authorization for every available tool (HA-08); the practical walk-through is in the MCP service guide. Where the effect of a permission change on an already-connected client or an in-flight request is not yet defined, it is listed in Specification boundaries rather than described as a settled mechanism.
