Not "Protect Nature" — Maintain the Relationship
日本不是单纯"保护自然",而是维持人与自然的关系

Japan's core concept is Satoyama|里山 — not primeval wilderness, but the socio-ecological production landscape surrounding villages, composed of rice fields, irrigation ponds, canals, secondary forests, bamboo groves, grasslands, and settlements, all co-maintained through long-term farming, firewood collection, mowing, irrigation, and forest management.

里山不是原始荒野,而是村落周边由农田、水田、灌溉池、沟渠、次生林、竹林、草地和居民点共同构成的社会—生态生产景观。这些生态系统不是在人退出后自然形成,而是在长期耕作、取柴、割草、灌溉和森林管理中被维护出来的。

Some nature does not recover when people leave — it exists because people keep returning.

Japan's Ministry of the Environment estimates Satoyama landscapes cover approximately 40% of Japan's territory. Participants include not only rural residents but also urban residents, civil society organizations, and corporations. Many projects simultaneously address biodiversity, local livelihoods, regional economies, and urban–rural exchange.

A 2025 study using monitoring data from 158 Satoyama and rural areas over 5–17 years, analyzing 450+ species of birds, butterflies, fireflies, frog eggs, and ~3,000 plant species, showed that population decline does not automatically bring biodiversity recovery. In some Satoyama systems, depopulation may accompany biodiversity loss.

2025年一项研究使用日本158个里山和农村地区、5–17年的监测数据,分析了450多种鸟类、蝴蝶、萤火虫和蛙卵,以及约3,000种植物。结果显示,人口减少并不自动带来生物多样性恢复;在部分里山系统中,人口减少反而可能伴随生物多样性损失。某些生态系统已经与长期、低强度、可重复的人类管理共同演化。

Monitoring Sites 1000, launched by the Ministry of the Environment in 2003, aims to conduct long-term, quantitative monitoring across approximately 1,000 representative ecosystem sites in Japan — including alpine, forest & grassland, Satoyama, lake & wetland, coastal, coral reef, and island ecosystems. As of April 2024, approximately 1,050 monitoring sites are active, with participation from universities, local NPOs, and volunteers.

日本环境省从2003年启动 Monitoring Sites 1000,目标是在全国约1,000个站点长期、定量监测日本代表性生态系统。2024年4月,全国约有1,050个监测站点,由大学、地方NPO和志愿者等共同参与。

From 2024, to improve data processing, the secretariat plans to temporarily pause centralized cleaning, aggregation and analysis for 2–3 years while only accepting data.

Japan's Satoyama is not only about observation. Farmers, forest workers, residents, NPOs, schools, and volunteers jointly carry out secondary forest and bamboo management; rice field, canal, and irrigation pond maintenance; grassland and understory management; fire, pest, and wildlife risk management; biodiversity surveys; environmental education; local resource use; and urban–rural exchange.

Satoyama Initiative — Japan's Ministry of the Environment and UNU-IAS jointly promote this initiative, establishing the International Partnership for the Satoyama Initiative. It handles not only Japan's Satoyama but global socio-ecological production landscapes and seascapes (SEPLS), aiming for "societies in harmony with nature."

Human participation can be part of the ecological process itself

In some ecosystems, appropriate human presence is not an intervention — it is a constitutive part of how the landscape functions. Removing people does not restore these places; it changes them into something different.

Public participation must move from events to protocols

A single observation may be completed by one person. A record usable across ten-plus years requires: shared protocol · safety training · species identification · data cleaning · metadata · archive · analysis · feedback · publication.

The 2024 data processing pause reveals: volunteer observation at scale without backend data stewardship creates a bottleneck that grows with the program.

Funding must pay for relationships, not only outputs

Japan's funding mechanisms share one quality: they do not pay per tree planted. They support the human infrastructure — community organization, protocols, capacity building, annual activities, monitoring, information sharing, cross-community learning, long-term landscape stewardship.

This is closer to funding Human Infrastructure — the relational substrate through which shared understanding is continuously produced.

Japan's contribution is not primarily a technical system — it is a social answer to an epistemological question: how do people collectively come to understand a changing place?
