Steel is the last honest test of the transition.钢铁,是这场转型最诚实的一次检验。

Power sectors can be greened with new build. Steel cannot — it must be rebuilt, furnace by furnace, on a capital cycle that turns over roughly once every twenty years. That is why the window that opens in 2026 is not a policy date. It is a metallurgy date. 电力可以靠新建实现绿色化,钢铁不行——它必须一座炉、一座炉地重建,而资本周期二十年才轮转一次。2026 年开启的窗口,不是一个政策日期,而是一个冶金日期。

WHY it is hard

Coal in steel is not a fuel choice, it is a chemical reductant. Carbon strips oxygen from iron ore at 1,500 °C. Removing coal means changing the chemistry — hydrogen, or electrons — not just the energy source.1

Assets are lumpy, long-lived and traded globally, so a unilateral carbon price leaks. Hence CBAM, hence standards.5

WHAT actually changes

Three routes carry 2050: scrap-fed EAF (cheapest, capped by scrap supply), H₂-DRI + EAF (the workhorse, needs cheap green power), and direct iron electrolysis (the leapfrog, still pre-commercial). CCUS covers the residual.4

Note the shift: the emissions live in ironmaking, not steelmaking. So the map of steel is being redrawn around where clean electrons and ore meet.

HOW to judge a claim

Four questions kill most greenwash: Is it tonnes or intensity? Is scrap being counted as abatement? Is the hydrogen contracted or aspirational? Is there a signed offtake at a premium?

Then check the reline calendar. A furnace rebuilt in 2027 on coal is a 2047 emitter, whatever the pledge says.6

  • CBAM goes live. The EU's definitive carbon border regime starts 1 Jan 2026; ETS free allocation for steel begins its phase-down toward zero in 2034.   • First commercial-scale green steel.   • Coal-based ironmaking exits the OECD. Remaining BF-BOF capacity is either converted, closed, or fitted with capture. Natural-gas DRI built in Phase 01 switches to hydrogen as electrolyser costs fall. OECD 退出煤基炼铁。剩余高炉—转炉产能转型、关停或加装碳捕集;第一阶段建成的天然气 DRI 随电解槽降本切换为氢基。
  • Electrolysis reaches commercial scale. Molten oxide electrolysis (Boston Metal) and low-temperature electrowinning (Electra) move from pilot to first plants — the only routes with zero process CO₂ by design.1112 电解炼铁走向商业化。熔融氧化物电解与低温电积从中试走向首套装置——是设计上唯一零过程排放的路径。
  • Scrap becomes the majority input in mature economies. Global scrap availability approaches ~1 Gt/yr by 2050, able to serve roughly 45–50% of demand — if copper contamination is solved.1 成熟经济体废钢成为主料。2050 年全球废钢可用量接近 10 亿吨/年,可满足约 45–50% 需求——前提是解决铜等杂质污染。
  • CCUS handles the residual. Roughly the last 10–15% — smelting reduction, lime, residual gas — needs capture and permanent storage, not offsets. CCUS 处理残余。最后约 10–15%(熔融还原、石灰、尾气)需要真正的捕集与永久封存,而非抵消。

The demand story of the century, and therefore the decisive one. A Green Steel Taxonomy (Dec 2024) introduced a star-rating with a <2.2 t CO₂/tcs green threshold, paired with the National Green Hydrogen Mission.17

Scrap first废钢优先

The cheapest tonne of CO₂ in the whole system is the tonne of iron you never reduce again. Recycled steel emits roughly a fifth to an eighth of primary steel. Yet scrap policy — export rules, sorting infrastructure, copper tolerance, design for disassembly — is the least glamorous and most neglected part of the roadmap.

Decarbonize iron, not steel脱碳的对象是"铁"

Over 90% of the emissions sit in turning ore into metal. Once you accept that, the industrial map redraws itself: reduce iron where renewable electricity is cheapest, ship the metallics, melt them near the customer. This is the largest reallocation of heavy industry since containerization.

Capital cycles, not climate targets, set the real timetable. A blast furnace relined on coal in 2028 is still emitting in 2048. Track the campaign calendars, not the pledge dates — this is the single most useful benchmark discipline in the sector.

Demand pull beats subsidy push需求牵引优于补贴推动

A green premium is a market, not a handout. CBAM, buyer clubs, and green public procurement together convert an environmental attribute into a price. Where offtake was signed before financial close, projects moved. Where it was not, they paused. The correlation is close to perfect.

绿色溢价是市场,不是施舍。碳边境机制、买方联盟与绿色公共采购共同把环境属性转化为价格。凡在融资关闭前签下包销的项目都在推进,没有的都在暂停——这一相关性近乎完美。

Proof, or it did not happen可信数据,否则等于没发生

One shared definition of near-zero, one verified accounting boundary, one traceable certificate per tonne. Without it, mass-balance accounting quietly resells the same green tonne several times and the premium collapses. Measurement is not admin — it is the market's load-bearing wall.

  • The 2030 gap is real. Announced projects still fall well short of the −25% by 2030 that net-zero-aligned pathways require.12030 年缺口真实存在:已公布项目远不足以实现净零路径所要求的 25% 降幅。
  • Announcement attrition. Several flagship European conversions and US demonstration awards were paused, re-scoped or cancelled — the pipeline is softer than headline numbers suggest.项目流失:多个欧洲旗舰改造与美国示范项目被暂停、重新界定或取消,管线比标题数字更脆弱。
