Both sectors emit from chemistry, not just heat. A blast furnace uses coal as a reductant; a kiln releases CO₂ from limestone itself. Three enablers decide the speed, and none of them are technology: cheap firm clean electricity (hydrogen and electric kilns are electricity in disguise), a bankable carbon signal (CBAM, ETS, 45Q, contracts-for-difference), and a shared definition of "near-zero" so a buyer can pay for it and an auditor can verify it. 决定速度的三个使能条件都不是技术:便宜且稳定的清洁电力(氢与电窑本质是电力)、可融资的碳价信号(CBAM、碳市场、45Q、差价合约),以及统一的"近零"定义——买方才付得出溢价,审计才核得清。
