00 — Orientation / 定位

What changed, and why it matters变了什么,为何重要

EPEAT began as a purchaser's shortcut — a registry a government buyer could point at and say "that one." Its second generation is something harder and more useful: a full ESG assessment of the product and the company that made it. The energy label stayed. Around it grew chemistry, circularity, repairability, corporate climate targets and supply-chain human rights. A PC no longer passes because it sips power; it passes because the whole system behind it can be evidenced.

Each block below follows the same four moves: what the clause asks for, how a PC maker actually delivers it, where it genuinely hurts, and what you gain by building the system properly rather than patching it once a year.

§4.1

Reduction & elimination of environmentally sensitive materials

环境敏感物质的减少与消除

What it requires 要求

Full conformity with the EU RoHS Directive including declared exemptions; no intentionally added mercury in display backlights; limits on lead, cadmium, hexavalent chromium and specified brominated flame retardants. Optional points reward eliminating halogenated flame retardants and PVC from enclosures, cables and printed circuit boards, restricting phthalates and certain fluorinated substances, and running a documented chemical alternatives assessment so that a removed substance is not replaced by something worse.

How to achieve 达成路径

  1. Collect full material declarations down to homogeneous-material level using IEC 62474 / IPC-1752A formats — not PDF certificates.采用 IEC 62474 / IPC-1752A 数据格式,收集到均质材料层级的全成分申报,而非仅要 PDF 证书。
  2. Maintain one internal restricted-substance list that is stricter than law, and write it into the supplier contract and the drawing.建立一份严于法规的内部受限物质清单,并写入供应商合同与工程图纸。
  3. Screen every proposed substitute with a hazard-assessment method such as GreenScreen before qualifying it.任何替代物在导入前,先用 GreenScreen 等危害评估方法筛查。

The hard part 难点
Visibility collapses below tier 2. Resin makers treat additive packages as trade secrets, and a halogen-free grade that still hits UL94 V-0 in a 0.8 mm wall costs more and flows differently — so the tooling and the drop test both have to be revisited. 二级供应商以下几乎失去可见度;树脂厂将助剂配方视为商业机密。而要在 0.8mm 薄壁上同时做到无卤与 UL94 V-0,成本更高、流动性不同,模具与跌落测试都得重来。

Material selection — recycled & renewable content

What it requires 要求

Declaration of post-consumer recycled (PCR) plastic content by mass, with escalating optional points as the percentage rises; additional credit for closed-loop PCR (plastic recovered from the company's own take-back stream), for bio-based plastics from sustainably managed feedstock, and for recycled metal content in chassis, brackets and heatsinks. Content claims must be substantiated in line with ISO 14021 self-declared environmental claims.

How to achieve 达成路径

  1. Qualify PCR resin grades as a program, not per project — one approved grade list, dual-sourced, with agreed mechanical and flammability specs.将 PCR 树脂视为"项目群"来认证,而非单项目:建立一份双源认证牌号清单,并约定力学与阻燃规格。
  2. Use third-party validated recycled content (e.g. UL 2809) so the number survives audit and marketing review alike.采用第三方验证的再生含量(如 UL 2809),使数据同时经得起审核与市场宣称的检验。

The hard part 难点
PCR supply is volatile and rarely at price parity; flame-retardant, halogen-free, high-flow PCR grades in a consistent colour are scarce; and thin-wall strength margins shrink. Volume ramps can outrun the resin supply chain. PCR 供应波动、价格常无优势;同时满足阻燃、无卤、高流动且颜色稳定的牌号稀缺;薄壁强度余量被压缩。量产爬坡速度往往超过再生料供应链的承受力。
The upside 机会
Recycled aluminium and PCR plastic are among the fastest levers on embodied carbon — the same change that earns EPEAT points also cuts the Scope 3 purchased-goods number you must report elsewhere. 再生铝与 PCR 塑料是降低隐含碳最快的杠杆之一:同一项改动既拿 EPEAT 加分,也直接压低你在别处必须披露的范围三采购排放。

Design for end of life & recyclability

面向报废与可回收性的设计

What it requires 要求

The product must be disassemblable with commonly available tools; plastic parts above a stated mass must carry ISO 11469 / ISO 1043 resin identification marking; batteries and other components requiring selective treatment must be removable without destroying them; coatings, paints and adhesives that impede recycling are restricted; and disassembly guidance must be made available to recyclers. Optional points reward reduced part count, marking of all significant plastics, and elimination of glued display or battery assemblies.

How to achieve 达成路径

  1. Put a design-for-disassembly scorecard into the concept gate, before ID is frozen — after that it is decoration.在 ID 冻结之前的概念评审门禁引入"可拆解评分卡";之后再谈就只是装饰。
  2. Set hard targets: number of tool types, number of fastener types, and seconds-to-battery.设定硬指标:工具种类数、紧固件种类数、以及"取出电池所需秒数"。

The hard part 难点
This clause pulls directly against thin-and-light, against spill and dust ingress protection, and against drop-test margin. Adhesive is cheap, thin and strong; screws are none of those. The upside 机会
The same design serves EU Ecodesign and right-to-repair rules, cuts warranty labour minutes per repair, and makes refurbishment commercially viable — a second life you can sell rather than a cost you absorb. 同一套设计同时满足欧盟生态设计与维修权法规,缩短每次维修的工时,并让翻新在商业上成立——把"要承担的成本"变成"可销售的第二生命"。

Product longevity & life-cycle extension

产品寿命与生命周期延长

What it requires 要求

A minimum warranty with an extension option; availability of spare parts and service documentation for a defined period after the end of production; upgradeable or replaceable memory, storage and battery; a committed window for firmware and security updates; and compatibility of external power supplies and connectors. Optional points reward modular architectures, longer parts availability and repair information released to independent repairers.

须提供最低保修期并可延保;停产后在规定年限内持续供应备件与维修文件;内存、存储与电池可升级或可更换;承诺固件与安全更新的支持窗口;外接电源与接口具备通用性。加分项:模块化架构、更长的备件供应期、以及向独立维修方开放维修资料。

How to achieve 达成路径

  1. Plan service parts at design freeze — last-time-buy quantities, storage and a named owner for each of the top five failure parts.在设计冻结时即规划备件:末次采购量、仓储方案,并为前五大失效件各指定责任人。
  2. Publish a public spare-parts price list and sell to end users, not only to authorised service.公开发布备件价目表并向终端用户销售,而不仅面向授权服务商。
  3. Commit publicly to a firmware/BIOS and security-update window and put it in the datasheet.公开承诺固件/BIOS 与安全更新的支持年限,并写入产品规格书。

The hard part 难点
Soldered LPDDR delivers the bandwidth, power and thickness that premium designs are sold on; socketed memory costs millimetres and watts. Meanwhile component obsolescence and reverse-logistics cost make a ten-year parts promise genuinely expensive. 板载 LPDDR 提供了高端机型赖以销售的带宽、功耗与厚度;插槽式内存则要付出毫米与瓦特的代价。同时元器件停产与逆向物流成本,使"十年备件承诺"确实昂贵。
The upside 机会
Longevity is the single biggest lever on lifetime carbon per year of service, and it is the language enterprise fleet buyers already speak: lower refresh cost, lower TCO, fewer migrations. It also pre-answers repairability scoring regimes. 延长寿命是"每服役年碳排"最有效的杠杆,也是企业车队采购最熟悉的语言:更低的换机成本、更低的 TCO、更少的迁移。同时提前满足各国可维修性评分制度。

Energy conservation

能源节约

What it requires 要求

Conformity with the current ENERGY STAR specification for computers or displays as a gateway requirement — typical energy consumption (TEC) or on-mode power below the applicable allowance, power management enabled by default at shipment, efficient internal and external power supplies, and low off/standby power. Optional points reward exceeding the ENERGY STAR threshold by a defined margin and supporting remote/managed power control in enterprise fleets.

以符合现行 ENERGY STAR 计算机/显示器规范作为准入要求:典型能耗(TEC)或开机功率低于适用限值,出厂默认启用电源管理,内/外置电源效率达标,关机与待机功耗低。加分项:以规定幅度优于 ENERGY STAR 限值,以及支持企业环境下的远程电源管理。

How to achieve 达成路径

  1. Treat the TEC allowance as a design budget owned at architecture stage, allocated across SoC, panel, PSU and fans.把 TEC 限值当作架构阶段就设定的"能耗预算",在 SoC、面板、电源与风扇之间分配。
  2. Specify 80 PLUS Gold or better for desktop supplies and high-efficiency adapters for notebooks.台式电源指定 80 PLUS 金牌及以上,笔电指定高效率适配器。
  3. Choose panels on nits-per-watt, and ship with adaptive brightness and sleep timers enabled by default.以"每瓦亮度"选型面板,并默认开启自适应亮度与睡眠计时。

The hard part 难点
High-performance SKUs — discrete GPU workstations, gaming and high-refresh displays — sit hard against the allowance, and each new specification version tightens it. Configurability multiplies the test matrix beyond what one lab can absorb. 高性能机型(独显工作站、游戏本、高刷显示器)紧贴限值,而规范每次改版都在收紧。丰富的可配置性又让测试矩阵膨胀到单一实验室难以承受。
The upside 机会
Use-phase energy is a material share of a PC's lifetime footprint in fossil-heavy grids, and it is the one saving the customer sees on their own bill. It also feeds Scope 3 category 11 directly — measure once, report twice. 在化石能源占比高的电网,使用阶段能耗占整机生命周期足迹相当比重,且是客户在自家电费单上看得见的节省;同时直接对应范围三第 11 类——测一次,用两处。

End-of-life management & take-back

报废管理与回收体系

What it requires 要求

A product take-back service must be available to customers in every country where the product is registered, operated through recyclers certified to a recognised standard such as R2 or e-Stewards. Downstream handling must be traceable to final disposition, exports must comply with the Basel Convention and applicable national law, and collection performance must be documented. Optional points reward free take-back, publicly reported collection volumes and reuse-before-recycling policies.

How to achieve 达成路径

  1. Contract only certified recyclers and require named downstream vendors, not "approved partners".仅与已认证回收商签约,并要求列明下游具体承接方,而非笼统的"合作伙伴"。
  2. Audit chain of custody to final disposition at least annually, on site.每年至少一次现场审核,追踪至最终处置环节的监管链。
  3. Publish a clear take-back page per country with the actual steps a customer takes.为每个国家发布清晰的回收页面,写明客户实际操作步骤。

Take-back law is a patchwork: EPR schemes in some markets, nothing in others, and an informal sector that outbids formal recyclers on collection. Traceability tends to stop at the first recycler's gate unless you contract for it explicitly. 回收法规高度碎片化:部分市场有 EPR 制度,部分完全空白,且非正规渠道在收货价上常压过正规回收商。若不在合同中明确约定,可追溯性往往止步于第一家回收厂门口。
The upside 机会
A working return channel is the only reliable feedstock for closed-loop PCR and recovered metals — and it puts the company in direct contact with how its products actually fail, which is design intelligence you cannot buy. 畅通的回收通道,是闭环 PCR 与再生金属唯一可靠的料源;它同时让企业直接看到产品真实的失效方式——这是买不到的设计情报。

Corporate environmental & ESG performance

企业环境与 ESG 绩效

What it requires 要求

This clause assesses the manufacturer, not the box. Expected: an environmental management system such as ISO 14001 covering design and manufacturing operations; a public corporate sustainability report following a recognised framework such as GRI; a greenhouse-gas inventory prepared to the GHG Protocol covering Scopes 1, 2 and material Scope 3, with published reduction targets; and facility-level water, waste and emissions performance. Optional points reward third-party assurance and externally validated science-based targets.

  1. Certify design centres and final-assembly sites to ISO 14001 and keep the scope statement honest.将研发中心与总装厂纳入 ISO 14001 认证,并确保认证范围声明真实无夸大。
  2. Build the GHG inventory to the GHG Protocol with a documented Scope 3 screening for all fifteen categories.依 GHG Protocol 建立清单,并对范围三全部 15 个类别做有据可查的重要性筛选。

The hard part 难点
Scope 3 purchased goods dominates a PC maker's footprint and is the hardest number to get right; spend-based factors are defensible but useless for driving reduction. The upside 机会

Packaging

包装

What it requires 要求

Packaging must be free of intentionally added lead, cadmium, mercury and hexavalent chromium in line with toxics-in-packaging legislation; materials must be separable by hand into recyclable streams; recycled content and material types must be declared; and a packaging take-back or recycling route must be offered. Optional points reward eliminating expanded plastic foam, using certified sustainably sourced fibre, and reducing packaging mass and volume per unit.

包装不得有意添加铅、镉、汞与六价铬(符合包装有毒物质法规);材料须可徒手分离进入可回收流;须申报再生含量与材质种类;并提供包装回收渠道。加分项:取消发泡塑料缓冲材、采用认证可持续来源纤维、降低单台包装质量与体积。

How to achieve 达成路径

  1. Replace EPS/EPE cushions with moulded pulp or corrugated structures, then re-run ISTA drop and vibration testing.以模塑纸浆或瓦楞结构替代 EPS/EPE 缓冲,并重新执行 ISTA 跌落与振动测试。
  2. Move to mono-material fibre packs — no plastic windows, no metallised print, no wet-strength coatings that block pulping.改为单一纤维材质包装:取消塑料开窗、镀铝印刷及阻碍制浆的湿强涂层。

The hard part 难点
Foam is extraordinarily good at its job. Pulp alternatives are heavier, absorb humidity on long ocean routes, and need new tooling per SKU — and a single field damage spike costs more than the packaging programme saved. 发泡材料在其本职上极其出色。纸浆替代品更重、在长途海运中吸湿,且每个机型都需新模具;而一次现场破损率飙升的代价,就足以吞掉整个包装项目的节省。
The upside 机会

Supply chain responsibility — labour & responsible minerals

A supplier code of conduct aligned to the Responsible Business Alliance covering forced labour, child labour, working hours, wages, freedom of association, health and safety and grievance mechanisms; an audit programme with documented corrective actions; and responsible minerals due diligence for tin, tantalum, tungsten and gold following the OECD five-step framework, including smelter-level conformance and public reporting. Optional points extend due diligence to cobalt and mica and reward worker-voice mechanisms.

How to achieve 达成路径

  1. Cascade the RBA code contractually to tier 1 and require tier 1 to cascade it further.以合同方式将 RBA 准则传导至一级供应商,并要求其继续向下传导。
  2. Run RBA Validated Assessment Program audits at final assembly and at high-risk sub-suppliers on a fixed cycle.对总装厂及高风险次级供应商,按固定周期执行 RBA VAP 审核。

GEC's Climate+ criteria sit on top of the clause set and address the part no single product feature can fix: the emissions embedded in making the machine. Registration under Climate+ requires a validated corporate decarbonisation target, active engagement of manufacturing suppliers on energy, and product-level carbon accounting — the shift from "this product is efficient" to "this product's creation is being decarbonised."

EPEAT is a declaration-plus-verification system, not a one-off certificate. The manufacturer declares; independent conformity assurance bodies appointed by GEC test the declaration on an ongoing basis; anyone can challenge a listing. That structure is why the mark carries weight — and why the evidence has to be real on a random Tuesday, not only at submission.
