Water is not a project. It is a living system.

Notes from a global supply chain perspective, on why water programs stall at the factory gate — and how to build a taskforce that outlives its own KPI.

01  The root cause

We kept asking the factory for a number. The basin never got the memo.

I have watched a lot of water programs go quiet. Not fail loudly — just thin out. The dashboard stays green, the certificate renews, the supplier fills the template on time, and the river outside the fence keeps dropping.

So I stopped asking whether it was a KPI problem, a project problem, or a verification problem. It is none of them, and it is all of them, because all three share the same hidden assumption: that water is a quantity a single site can own. It isn't. Water is a shared, moving, seasonal, political system. A factory can only ever hold a share of it.

Certification and verification are not the enemy. They are grammar — useful, necessary, and completely silent on whether anything got better in the catchment. A verified number in an over-allocated basin is a well-documented loss.

Everyone feels safe once there is a KPI. The water does not. The line I keep coming back to

Wrong unit

We manage per site. Water behaves per basin. Cutting 20% inside a fence in a basin where agriculture takes most of the withdrawal is real work with almost no hydrological signal.

Wrong clock

We fund twelve months. Aquifers, watersheds and utilities answer in decades. A program designed to be "completed" is a program designed to stop.

Wrong proof

We collect evidence of compliance, not evidence of change. Nobody was ever asked whether the neighbours' wells still work in April.

02  The real water question

There is no single water. There are four, and they are not interchangeable.

Most programs quietly collapse all four into the first one, because the first one is the only one with a meter on it.

Water in the factory

Intake, reuse, effluent quality, chemistry, boilers, dyehouses. The part we can meter and therefore the part we over-report. Real, worth doing, low-cost more often than we admit — and never the whole story.

The tap outside the fence. Drinking water and sanitation for workers, their families, the settlement the factory pulled into being. Billions still live without safely managed drinking water — many of them make our products.

The basin, the aquifer, the recharge, the upstream farm. For most consumer goods the overwhelming share of the water footprint sits in tier 3–4 and in agriculture, which takes roughly 70% of global freshwater withdrawals.

Drought, flood, allocation, price, permits, social licence. Climate arrives as water, almost every time. This is the water that stops a line, not the water on a scorecard.

03  What the evidence says

The case is not moral. It is already financial.

04  Definitions first

Agree the words before you argue about the number.

Every water taskforce I have seen struggle was really struggling over undefined language. Six definitions, written down, signed off by procurement and by the suppliers, save a year.

Water taskforce
A standing cross-functional, cross-supplier body with a mandate and a cadence — not a project team with an end date. It convenes, decides, publishes and hands over. It is never "completed".
Unit of account
The basin, not the site. Sites are how we act; basins are how we judge. Every target names the basin it belongs to.
Efficiency vs stewardship
Efficiency is using less inside the fence. Stewardship is acting with others on a shared water challenge in the catchment. Efficiency is necessary; only stewardship changes the basin.
Contextual target
A target derived from the condition of the basin — its stress, its quality, its people — rather than from last year's number minus a percentage.
Shared water challenge
A problem no single actor can solve: over-abstraction, untreated effluent, no dry-season supply. If your program has no shared challenge, it isn't a water program.
Claim
What we say publicly. Contribution, not attribution. "We took part in X with Y partners, and here is what changed in the basin." Never a net figure without basin evidence.

05  Designing it with no budget

In Global supply chain, we have the network — which is rarer.

Relationship, workflow, convening power and influence are a supply chain's real capital. Spend those. Three horizons, running in parallel, never sequential.

Horizon 1 · 0–18 months

Map, convene, and stop pretending you are starting from zero

  • Overlay your top sites on public basin-stress data — WRI Aqueduct and the WWF Water Risk Filter cost nothing and take weeks, not quarters.
  • Pick five to eight priority basins. Not thirty. Where stress, volume and your leverage overlap.
  • Harvest what already exists: existing wastewater test reports, facility environmental modules, utility bills, permits. Most suppliers are already measuring for someone else.
  • Put the suppliers who share a basin in one room. A room, not a survey. That single act is the program.
  • Publish a baseline you are slightly embarrassed by. It buys you honesty for five years.
Horizon 2 · 18 months–3 years

Practice, not paperwork

  • Low- and no-cost efficiency first: steam, condensate, cooling, dye-bath reuse, leak walks. Suppliers fund what pays back inside a year — your job is the playbook and the peer pressure.
  • Adopt one shared wastewater standard across brands instead of five audits. Duplication is the biggest hidden cost in supplier water work.
  • Workplace WASH as a floor, not a bonus. Water in the community starts with water at the workstation.
  • Build a practice library: one page per intervention — what, cost, payback, litres, who to call. Suppliers teach suppliers; you host.
  • Set the first contextual targets in two or three basins. Learn where the method breaks.
Horizon 3 · 3–5 years and beyond

Collective action, and measuring the basin

  • Join or convene basin platforms with utilities, regulators, farmers and other buyers. You are one abstraction among many; act like it.
  • Move targets onto a science-based, basin-informed footing for freshwater quantity and quality.
  • Report basin condition alongside company volume. If the basin gets worse while your number improves, say so.
  • Keep the taskforce standing. Rotate the chair to a supplier. Ownership is the only sustainability mechanism that survives a budget cut.

06  How others have done it

Programs that stayed open outlasted the ones that stayed tidy.

Five approaches worth studying — each set its target, plan, progress and claim differently. Note how few of them are a single-company KPI.

A CEO-led coalition organising members around collective action in shared priority basins rather than around each company's own footprint — the target is stated as positive water impact in stressed basins by 2030.

Instead of every brand auditing the same mill against a different wastewater expectation, the industry adopted one wastewater guideline and one reporting platform. The unlock was not a stricter limit — it was removing duplication so suppliers could actually act.

Grew out of mill-efficiency work that showed most water and energy savings in wet processing come from low- and no-cost operational fixes. Verified savings, an open playbook, and financing routes — designed so improvements spread beyond one brand's suppliers.

A site-level standard that only works if the site engages its catchment: understand the shared challenge, act with others, disclose. Useful as a grammar for supplier teams — dangerous only if treated as a trophy on a wall.

Science Based Targets Network

Freshwater targets set from the state of the basin — quantity and quality — rather than from an arbitrary percentage cut. Early corporate cohorts have gone through validation, which is exactly where the method's friction becomes visible and fixable.

A multi-stakeholder initiative mobilising business on water, sanitation and hygiene — in the workplace, in the supply chain, and in the communities where workers live. The cheapest, most human entry point into "water in the community".

07  Saying it honestly

A claim ladder, from safe to reckless.

The pressure to over-claim is where good water programs lose their credibility — usually in the last two weeks before a report goes to print.

Rung 1 · Always defensible

"Across 46 facilities in three stressed basins, we implemented X and measured a Y% reduction in intake, verified by Z." Activity and measured result, nothing more.

Rung 2 · Defensible with partners

"With the utility, two other buyers and a local NGO, we contributed to a project that restored dry-season supply to N households." Contribution, named partners, named basin.

Rung 3 · Only with basin evidence

"Basin condition improved on these indicators over this period, and our contribution was part of it." Requires monitoring you probably don't own yet. Build toward it.

Do not

Net-positive arithmetic that offsets a withdrawal in one stressed basin against a project in another. Water is not fungible across geographies. It never was.

08  Why this is worth the difficulty

The supply chain is already the network. Water is just the first thing worth sending through it.

Thousands of factories, in hundreds of basins, connected by relationships we spent twenty years building. That is not a reporting burden. That is infrastructure — for practice, for trust, for speed.

Designed as a KPI, it produces a number and a shrug. Designed as a living system — open definitions, shared standards, working alignment, good practice found and passed along, impact summarised honestly and moved forward — it starts to compound. And what emerges is bigger than water.
