Most water strategy is written from the top down. This network starts from the other end — inside irrigation sheds, treatment plants, fabs, mills, and mine sites — because that is where capability is actually made or missed. The premise is simple: no single industry has solved water alone, but almost every gap one industry faces has already been closed, somewhere, by another.

Resilience isn't bought. It's learned, sheet by sheet, from whoever has already done the hard part.
